NYS RTE. 247 WATER METER AND ENCLOSURE REPLACEMENT PROJECT
General Notice
Town of Hopewell (Owner) is requesting Bids for the construction of the following Project:
NYS Rte. 247 Water Meter and Enclosure Replacement Project
Bids for the construction of the Project will be received at the Town of Hopewell, Town Clerk
located at Hopewell Town Hall, 2716 County Rd 47, Canandaigua, NY 14424, until September
17th at 10:00am local time. At that time the Bids received will be publicly opened and read in the
court room located at the Hopewell Town Hall.
The Project includes the following Work:
The replacement of the existing underground water meter vault with a new above ground
heated enclosure. The project will include Installation of new water mains, valves, Flow
Meter and Hot Box Enclosure and incidental restoration. The location of work is near 3600
NYS Rte. 247 at the Town of Hopewell and Gorham, NY Town Line.
Bids are requested for a single prime contract - Contract #1 – General Construction. Bids shall be
on a lump sum price basis, as indicated in the Bid form. The Project has an expected duration of
90 days.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are
urged to register with the designated website as a plan holder, even if Bidding Documents are
obtained from a plan room or source other than the designated website in either electronic or
paper format. The designated website will be updated periodically with addenda, lists of
registered plan holders, reports, and other information relevant to submitting a Bid for the
Project. All official notifications, addenda, and other Bidding Documents will be offered only
through the designated website. Neither Owner nor Engineer will be responsible for Bidding
Documents, including addenda, if any, obtained from sources other than the designated

Prospective Bidders may obtain the Bidding Documents at the Issuing Office on Monday
through Friday between the hours of 8AM-4PM and may obtain copies of the Bidding
Documents as described below. Partial sets of Bidding Documents will not be available from the
Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding
Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Pre-bid Conference
A pre-bid conference for the Project will be held on August 27th at 9:00 AM at Town of
Hopewell Water Department, 4439 Lakeshore Drive, Canandaigua, NY 14424. Attendance at
the pre-bid conference is encouraged but not required.
For all further requirements regarding bid submittal, qualifications, procedures, and contract
award, refer to the Instructions to Bidders that are included in the Bidding Documents.
The date that the Bidding Documents are transmitted by the Issuing Office will be considered the
Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding will not be available
from the Issuing Office. Neither Town of Hopewell, nor Engineer, nor Rotolite-Elliott
Corporation will be responsible for full or partial sets of Bidding Documents, including Addenda
if any, obtained from sources other than the Issuing Office.
Each bidder must deposit with his bid, security in an amount not less than five percent (5%) of
the amount of the bid in the form and subject to the conditions set forth in the instructions to
bidders. Upon acceptance of his bid, if the successful bidder fails to enter into a contract pursuant
to the requirements of the owner, then the check deposited as aforesaid and the money standing
to the credit of the same shall be forfeited to the owner as liquidated damages or the payment of
the bound enforced for the benefit of the owner. No bidder may withdraw his bid within sixty
(60) days after the date set for opening thereof but may withdraw it at any time prior to closing
item for the receipt of bids. Bidders shall not include sales and compensating use taxes on the cost of materials which are to
be incorporated into this project.
All work under this contract shall comply with all applicable ordinances, regulations, laws and
with all rules of the State of New York Department of Labor.
The Town reserves the right to waive any informality in, or reject any or all bids, or to make an
award to other than the low bidder.
