SECTION 001112 – ADVERTISEMENT FOR BIDS (N.Y. PUBLIC WORK)

Project Description

The WEST IRONDEQUOIT CENTRAL SCHOOL DISTRICT (WICSD) invites bids for the following contracts:

1. Contract #104 - General Trades Contract

2. Contract #105 – Mechanical Contract

3. Contract #106 – Electrical Contract

4. Contract #107 – Plumbing Contract

5. Contract #108 - Site Contract

For the proposed “2023 RISE” Project located in Rochester, New York 14617. The project consists of the construction of improvements and renovations at Seneca Elementary School, Iroquois Middle School, Rogers Middle School, Junior High School, High School, and Department of Environmental Services (DOES) building.

Pre-Bid Conference and Walkthrough

Two Pre-bid Conferences and building tours will be held on Tuesday, July 23 and Thursday July 25, 2024 both beginning at 2:00 pm. Each of the tours will begin at the West Irondequoit High School Auditorium located at 260 Cooper Road, Rochester, NY 14617.

Bid Time and Location

Separate sealed bids for the above Contract will be received by Mr. James Brennan, Assistant Superintendent for Finance, at the WEST IRONDEQUOIT CENTRAL SCHOOL DISTRICT OFFICE, 321 List Avenue, Rochester, New York 14617, until 2:30 pm local time on Wednesday, August 7, 2024. The bids will then be opened and read aloud at 3:00 pm at the Auditorium at the West Irondequoit High School.

Bidding Documents will be available as of Friday, July 19, 2024 at 1:00 pm. Bidders for Prime Contract Work may obtain Contract Documents from Rotolite- Elliot Corporations website (recplanroom.com) upon payment of a deposit of $100 per set, and a separate, non-refundable $50 shipping and handling payment for each set (deposit check shall be made payable to the West Irondequoit Central School District, shipping check made payable to Rotolite-Elliott Corporation). Alternatively, bidders can provide their UPS or FedEx account information.

In lieu of shipping, Contract Documents may be obtained in-person at Rotolite-Elliot Corporation, 1 Grove Street, Pittsford, NY 14534. Phone (585) 385-2190.

In lieu of paper bid sets, bidders can view electronic plans and specifications online at no charge. A nonrefundable payment of $59 can be made to obtain digital files by visiting www.recplanroom.com (Click Public Jobs under the Menu Tab on the left-hand side of the plan room homepage. Once you are in the public plan room please select the link for the West Irondequoit Central School District.)

A Bidder, making the deposit required for the Bidding Documents, submitting a Proposal accompanied by a certified check or other security in accordance with the requirements contained in the plans and specifications and public advertisement for bids and if the copy of the plans and specifications used by such Bidder, other than the successful Bidder is returned in good condition within thirty (30) days to Rotolite Elliot (address above) award of the contract covered by such plans and specifications, or rejection of the Bid, the full amount of such deposit for one copy of the plans and specifications shall be returned to such Bidder, including the successful Bidder. Partial reimbursement, in an amount equal to the full amount of such deposit for one set of plans and specifications per unsuccessful bidder or non- bidder less the actual cost of reproduction of the plans and specifications, shall be made for the return of all other copies of the plans and specifications in good condition within thirty (30) days following the award of the contract or the rejection of the bids covered by such plans and specifications.

All questions regarding the meaning of the plans, specifications, or other contract documents will not be made verbally. All requests for such information should be made in writing, addressed to:

*Note: All RFI’s must be received by Monday, July 29, 2024 at 2:00 pm. Responses will be distributed to all registered plan holders in the form of an addendum.

Supplemental Bid Information

The attention of the Bidder is particularly called to the Owner's sales tax exemption, the requirements as to conditions of employment to be observed and the minimum wage rates to be paid under the contract. In addition, the Bidding Documents for this project contain detailed requirements for the qualification of Bidders. These include, among other things, rigid bonding and insurance requirements, financial statements, bank references, lists of lawsuits, arbitrations, or other proceedings in which the Bidder has been named as a party, a statement of surety's intent to issue Performance and Payment Bonds, and a description of other projects of similar size and scope completed by the Bidder.

Bids shall be prepared as set forth in “INSTRUCTIONS TO BIDDERS”, enclosed in a sealed envelope bearing on its face the name and address of the Bidder and the title of the Work to which the bid enclosed relates. If submitting more than one contract, submit each contract bid in a separate envelope.

Each Bidder shall deposit with its bid, security in an amount not less than five percent (5%) of the base bid in the form and subject to the conditions provided in the “INSTRUCTIONS TO BIDDERS.” No Bidder may withdraw their bid within forty-five (45) days after the actual bid opening.

The Owner reserves the right to waive any and all informalities in or to reject any or all bids. The Owner further reserves its right to disqualify Bidders for any material failure to comply with the “INSTRUCTIONS TO BIDDER”.

The Construction Manager will hold descoping meetings for the apparent low bidders for all contracts on
