ADVERTISEMENT FOR BIDS
PART 1 – GENERAL
1.01 PROJECT INFORMATION
A. THE WHITESVILLE CENTRAL SCHOOL DISTRICT invites bids for, ASBESTOS
ABATEMENT, GENERAL CONSTRUCTION, MECHANICAL, PLUMBING, and ELECTRICAL
COSNTRUCTION Work for the 2022 Capital Improvements Project – Phase 2 located at 692
Main Street, Whitesville, New York.
B. Separate sealed bids will be received by Whitesville CSD at 692 Main Street, Whitesville, New
York until 2:00pm local time on December 13, 2023, at which time they will publicly opened
and read aloud. It is the sole responsibility of the bidder to ensure that the bid is received at the
designated location prior to the designated time for opening bids.
C. Printed copies of the Bidding Documents will be available as of Monday, November 13th at
5:00pm. Copies of theBidding Documents may be obtained by Prime Contractors,
Subcontractors and Vendors, at Rotolite Elliott Corporation, One Grove Street – P.O. Box 97,
Pittsford, New York, 14534, Phone (585)385-1463, upon deposit of One Hundred Dollars
($100.00) per set. All document deposit checks shall be made out to Whitesville Central School
District and mailed to Rotolite-Elliott Corporation at the above address. (Credit card payments
will not be accepted)
D. All Bid Document requests can be completed through the www.recplanroom.com in advance of
pickup and/or shipping from Rotolite-Elliott Corporation. (Visit the www.recplanroom.com and
click on; All Public Jobs, under the Menu Tab on the left sideof the plan room home page,
select Whitesville CSD 2022 Capital Improvements Project – Phase 2, as to cart and proceed to
check out).
E. In lieu of paper bid sets, bidders can view and download electronic plans and specifications
online upon a $59.00 non-refundable payment by visiting www.recplanroom.com. Just click All
Public Jobs under the Menu Tab on the left hand side of the plan room homepage. Once in the
public plan room, please select the link to Whitesville CSD 2022 Capital Improvements Project -
Phase 2. (Upon download, said entity will be added as a legitimate plan holder on the job and
will recieve electronic files of any bid addenda issued throughout the bidding process.
F. For the convenience of propective bidders, subcontractors and material suppliers, Bidding
Documents will also be on file at the following locations;

G. A Pre-Bid Meeting for the Project will be conducted by the Architect/Engineer on November 28,
2023 at 2:00pm, local time at Whitesville Central School Main Building. It is recommended that
contractors be familiar with the construction documents prior to attending the pre-bid
conference.
H. The Whitesville Central School District hereby reserves the right to waive any informalities and
reject any or all bids or to accept the one that in its judgement will be in the best interest of the
Whitesville Central School District.
I. A Bid Bond or Certified Check int he amount of five percent (5%) of the Base Bid is required
and musr accompany the proposal. Performance Bond and Labor Material Payment Bond
equal to one hundred percent (100%) of the Contract Sum are required to be delivered at time
the Contract is signed with the Owner.
J. Attention of the Bidder is particularly called to the following:
1. The Owner’s sales tax exemption.
2. The minimum wage rates to be paid under the contract.
3. The requirements pertaining to certification of Non-Collusion in preperation of proposal
submitted for this Project.
The Whitesville CSD retains the right to hold the bids up to forty-five (45 days) after the date of
bid opening prior to award.
K. Bidders will comply with all New York State prevailing wage and supplemental requirements.
