SECTION 001116 – INVITATION TO BID

THE BRADFORD CENTRAL SCHOOL DISTRICT invites bids for, GENERAL

CONSTRUCTION, SITE CONSTRUCTION, PLUMBING CONSTRUCTION,

MECHANICAL CONSTRUCTION, ELECTRICAL CONSTRUCTION AND ROOFING

CONSTRUCTION for the 2023 CAPITAL IMPROVEMENT PROJECT - located in Bradford,

New York. Sealed bids should be addressed to Bradford Central School District, at 2820 NY-226,

Bradford, NY 14815 and received by 2:00pm, local time on April 10th, 2025, at which time they

will publicly opened and read aloud at Bradford CSD, 2820 NY-226, Bradford, NY 14815.

1.01 PROJECT INFORMATION

A. Notice to Bidders: Qualified bidders may submit bids for project as described in this

Document. Submit bids according to the Instructions to Bidders.

B. Project Identification: R22.15663.01 – 2023 Capital Improvement Project

1. Project Location: Bradford Central School District

2. Buildings: Main Building, Storage Building, Bus Garage

E. Project Description: Project consists of asphalt paving throughout the site, playground

improvements, building renovations to the main building, building addition on the

storage building, roofing and plumbing upgrades at the Bus Garage.

1. Project cost range is anticipated to be under $11,000,000.00

F. Construction Contract: Bids will be received for the following Work:

1. Multiple Contract Project consisting of the following prime contracts:

a. General Construction.

b. Site Construction.

c. Roofing Construction

d. Plumbing Construction

e. Mechanical Construction

f. Electrical Construction

1.02 BID SUBMITTAL AND OPENING

A. Owner will receive sealed lump sum bids until the bid time and date at the location given

below. Owner will consider bids prepared in compliance with the Instructions to Bidders

issued by Owner, and delivered as follows:

1. Bid Date: 4/10/25

2. Bid Time: 2:00pm local time.

3. Location: Main Office, 2820 NY-226, Bradford, NY 14815

1.03 BID SECURITY

A. Bid security shall be submitted with each bid in the amount of [5%] five percent of the bid

amount. No bids may be withdrawn for a period of [45] forty-five days after opening of bids.

Owner reserves the right to reject any and all bids and to waive informalities and

irregularities.

1.04 PREBID MEETING

A. Prebid Meeting: A Prebid meeting for all bidders will be held in the Main Building, 2820 NY-

226, Bradford, NY 14815 on March 26th at 10:00 a.m. local time. Prospective prime bidders

are requested to attend. It is recommended that bidders be familiar with the contract documents

prior to attending the scheduled pre-bid meeting.

1.05 DOCUMENTS

A. Printed copies of Bidding Documents will be available as of Monday, 5:00pm March 10th,

2025. Copies of the Bidding Documents may be obtained at: Rotolite Elliott Corporation,

One Grove Street – P.O. Box 97, Pittsford, New York, 14534, phone (585) 385-1463, upon

deposit of One Hundred Dollars ($100.00) per complete set. Bid deposit checks shall be made

payable to the Bradford Central School District and mailed to Rotolite-Elliott Corporation at

the address provided above. (Credit card payments will not be accepted.)

All bid document requests can be completed through the www.recplanroom.com in advance

for pickup and or shipping from Rotolite-Elliott Corporation. (Visit the

www.recplanroom.com and click on, All Public Jobs, under the Menu Tab on the left hand

add to cart and proceed to check out.)

In Lieu of paper bid sets, bidders can view and download electronic plans and specifications

online upon a $59.00 non-refundable payment by visiting www.recplanroom.com. Just click

All Public Jobs under the Menu Tab on the left hand side of the plan room homepage. Once

in the public plan room, please select the link for Bradford CSD 2023 Capital Improvement

Project. (Upon download, said entity will be added as a legitimate plan holder on the job and

will receive electronic files of any bid addendums issued throughout the bidding process.

1.06 TIME OF COMPLETION

A. Successful bidder shall begin the Work upon receipt of the Notice to Proceed and shall

complete the Work within the Contract Time.

1.07 NOTIFICATION

A. Attention of the Bidder is particularly called to the Owner's sales tax exemption, the

requirements as to conditions of employment to be observed and the minimum wage rates to be paid under the contract. In addition, the Bidding Documents for this project contain

detailed requirements for the qualification of Bidders. These include, among other things,

rigid bonding and insurance requirements, financial statements, bank references, lists of

lawsuits, arbitrations or other proceedings in which the Bidder has been named as a party, a

statement of surety's intent to issue Performance and Payment Bonds, and a description of

other projects of similar size and scope completed by the Bidder. Bidders will comply with

New York State prevailing wage and supplement requirements which must be complied with

on the Project.

B. New York State Contractor Registry - In compliance with New York State Department of

Labor requirements a copy of the Contractor Registration Form shall be submitted with the

bid.

1.08 AWARD OF BIDS

A. The Bradford CSD hereby reserves the right to waive any informalities and reject any, or all,

Bids or to accept the one that, in its judgement, will be in the best interest of Bradford CSD.
