ADVERTISEMENT FOR BIDS
Sealed Bids for the following prime contracts for the construction of the Water Treatment Plant
Improvements will be received by the Village of Attica Clerk’s Office, 9 Water Street, Attica, NY 14011
until 2:00 PM local time on April 8, 2025, at which time and place the Bids received will be publicly
opened and read.
Contract 1: General Construction
Contract 2: Electrical Construction
Contract 3: HVAC Construction
Contract 4: Plumbing Construction
The Project generally consists of partial demolition and expansion of the existing water treatment plant,
replacement of the existing package plant treatment systems and associated pumps, piping, and valves,
installation of a new backwash pumping system, pumps, and piping, replacement and installation of site
features, site work, and improvements to the electrical, plumbing, and mechanical systems at the Village
of Attica Water Treatment Plant at 3368 Dunbar Road, Attica, NY 14011, as noted in the Bidding
Documents dated February 2025.
The Village of Attica strongly encourages Minority and Women Owned Business Enterprises to apply.
The Issuing Office for the Bidding Documents is the Village of Attica, 9 Water Street, Attica, NY 14011.
Prospective Bidders may examine the Bidding Documents at the Issuing Office, M-F, 8:30 AM to 4:00
PM. Prospective Bidders may also obtain the Bidding Documents from Rotolite Elliott (1 Grove Street,
Pittsford, NY 14534; (585) 385-1463; M-F, 8:00 AM – 5:00 PM) upon payment to Rotolite Elliott at cost
of printing. Checks for Bidding Documents shall be payable to Rotolite Elliott. Bidding Documents may
also be viewed online with a non-refundable online payment by visiting www.recplanroom.com (click
Public Jobs under the Menu Tab on the left-hand side of the plan room homepage). Once in the Public
Jobs plan room, select the link for this project.
Bids will be received for the contracts noted above. All bids shall be made on the form included within
Section 004113 of the Bid Specifications, as furnished by the Issuing Office. Bids for Bid Items on the Bid
Form shall be presented according to the fee basis noted on the Bid Form.
When requesting bid documents, prospective bidders shall provide their name, firm’s name, shipping
address (no PO Box numbers), telephone number, email address, name of the project for which they are
requesting Bidding Documents, intended contract, amount of money enclosed, and if applicable, check
numbers.
If you would like a set of Bidding Documents mailed to you, please provide an additional non-refundable
check per set, payable to Rotolite Elliott for the shipping cost amount. Upon receipt of payment, Rotolite
Elliott will mail Bidding Documents to you. The date that the Bidding Documents are mailed by Rotolite
Elliott will be considered the Bidder’s date of receipt of the Bidding Documents.
Partial sets of Bidding Documents will not be available from the above locations. Neither Owner nor
Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any,
obtained from sources other than the above.

A pre-bid conference will be held at 10:00 AM local time on March 12, 2025, at the Village of Attica
Water Treatment Plant, located at 3368 Dunbar Road, Attica, NY 14011. Attendance at the pre-bid
conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders. All questions or requests
for information must be submitted by 5:00 PM on March 18, 2025.
This project is funded by a Water Infrastructure Improvement Act (WIIA) grant and Drinking Water State
Revolving Fund (DWSRF) loan, as administered by the New York State Environmental Facilities
Corporation (EFC). This project is subject to WIIA and DWSRF Program requirements as outlined in
Section 004600 of the Specifications and including, but not limited to:
· The requirements and procedures for business participation opportunities for New York State
certified Minority- and Women-Owned Business Enterprises (MWBE) and Equal Employment
Opportunities (EEO) for minority group members and women. The MWBE combined goal for
construction contracts is 20% of the contract value for any construction contract with a value
above $100,000;
· The requirements and procedures for business participation opportunities for New York State
certified Service-Disabled Veteran-Owned Businesses (SDVOB). The SDVOB goal for construction
contracts is 6% of the contract value for any construction contract with a value above $100,000;
· American Iron and Steel (AIS) requirements.
· Davis-Bacon prevailing wage requirements.
· Requirements regarding suspension and debarment.
· Restrictions on lobbying.
Prospective bidders should review WIIA and DWSRF program requirements included in the Bidding
Documents.
